He played Lex Luthor in
Superman (1978)
Superman II (1980)
Superman IV: Quest For Peace (1987)
Gene Hackman was easily the most famous actor in the Christopher Reeve Superman films, one of the greatest actors ever.
I do think however, he plays it too funny, I think he was very funny in the role, on the other hand that could be bad, not that menacing, though Hackman proved he could do menacing in Unforgiven (1992).
Was he good as Lex Luthor?
He probably stands alone as the best in the role, I know of no other great actor to have played the role.

For some reason he wasn't in Superman III (1983)
Kevin Spacey played the role in
Superman Returns (2006)
Who was better at it?
I do think as Superman (1978) is more light hearted film, Gene Hackman plays it very funny and light hearted , films like Unforgiven (1992) and The Quick And The Dead (1995), prove he can play a serious evil villian.
I think reviews say Spacey adds genuine menace to the role which wasn't in the Hackman films.
I kinda biased as I consider Gene Hackman to be one of the greatest actors ever and Spacey just isn't as good, also I consider the Christopher Reeve films to be the best.
Strangely both Hackman and Spacey both have a Best Actor Oscar and a Best Supporting Actor Oscar, same with De Niro.

He is one of my favourite actors, he only did a few westerns.
He plays a great villain in Unforgiven (1992) and he won an Oscar for Best Supporting Actor for it.
I know people like John Wayne and James Stewart are famous for westerns but I think Gene Hackman can handle it.
I really like a lesser known film called The Quick And The Dead (1995), again Hackman plays an evil villain, hr plays it so cool.
He is doing the quick draw with the opponent, he says 'How about that left hand Ace, how's that left handed draw' then he lights his match on the gun, then defeats the opponent.
Was Gene Hackman good at westerns?, or did he do better in other films?

Open Question: Anyone know how to get in
I was standing next to him at the LaBarca room in San Francisco a great city restaurant = anyway that was 8 years ago and I haven't had a drink since== I quoted every line from every movie he ever did. 20 minuets the poor guy had to listen to my drunken ramble that would surpass "The lost weekend" or ben from "Leaving Las Vegas" Well anyway he stoped making movies after that==hope it wasn't me== But I do have a script for him best actor in a couple of cameo sceens.. "An Actor in Limbo" Music by Bunny Barrigan the Beatles, Sting and Ella "someone to watch over me" Directed by Clint Eastwood===what a ride!
